Well, what URL is being called? Unless you changed something, the problem is on the "called" url side as I'm pretty sure that's a pass-through error (tool kits just passing the Miva Merchant MvCall error back through).

A read timeout from MvCALL indicates the remote URL toolkit was trying to retrieve data from was accepting the connection but not returning data; i.e. just hanging open until the request timed out and produced the error.

That particular error would mean the module is attempting to retrieve data from, or post data to, a remote http or https URL and the remote server can't be reached. This would be different from the remote server refused the connection, which would cause an immediate error, or dns couldn't be resolved, etc. Best thing to do would be to open a ticket with the exact URL it's attempting to talk to, then let us see what happens if we try to connect to that same server from the web server directly using a tool like telnet or similar to replicate a http request.
If it's mini basket, we have actually seen servers get banned from the UPS and USPS rate servers when a busy site uses the feature that has it calculating shipping in the mini basket, because it's trying to talk to the rate servers with every single page display of every customer who has entered a zip code in mini basket. So, for example, I add something to basket, add my zip, and click around your site 50 more times, it's going to end up making 51 rate requests, just for me. I know there had been some discussion of caching the data at one point in the past but I'm not sure if that feature ever made it in; then, ideally, it would only hit them if the basket changed.

Too many APi accesses probably not the case. On Sunday. I opened the browser, went to home page, clicked the basket link and got the error. This appears to be from the Viking/UPS API.
This morning I got the same error on two of our sites. After doing a page refresh, page displayed OK.
We have been using the Viking/UPS API for almost 5 years without this issue, this just started happening in Oct this year.
Have you heard from anyone else with the problem?

There could be other traffic hitting the site at the same time, all triggering requests to the rate servers. I haven't heard about any specific outages but UPS doesn't tend to announce them very often even if there has been one, so hard to tell. If it's working currently I'd say it's probably likely that their rate servers were just down at the time.
