legacy discount not working in Suivant

I've tried this in my Base ReadyTheme dev site and it works, but not in the site using Suivant.

Eligibility: All Shoppers
Type: Legacy
Pricing: Discount from retail: 25%

Has anyone else had this same problem?

Cameron, I am using Suivant. Are you trying to use this for all products in the cart or just a select few? You can probably use a different type of price group to do it. The legacy does not seem to work in my store either, maybe the default theme uses a custom field for this?
