Can't stay logged in to admin

Not sure where I should post this - store owner is trying to log in to her dev site admin while on vacation in Mexico. She hasn't had any problems until today. She's tried logging in from various Mac browser and even her iPhone. I triple checked her user name and password. I even changed her password just in case. She cleared all cache, even changed some of her security settings. She was able to log in long enough to click the catalog link and was booted right back out. She also tried using wifi at different location just to see if she could get in. Now she's worried that when she gets back home she's not going to be able to get logged in due to all the security setting changes she has made just to be able to log into the dev admin. I'm thinking it has something to do with the dev.domain.com name not having it's own cert but then I can log in to the admin with out any issues.

Any suggestions?

Based on your description of the problem, first thing I'd do is make sure her dev site admin password is nowhere close to her production site, given she's sending it across the wire insecure from a foreign country through what is probably going to end up being some type of proxy server (which I think may be causing the issue with staying logged in). It sounds like she's changing ip's mid-session and/or not getting or passing back cookies. She may want to try via cellular internet and no wifi.
