Non SSL dev and UPS Online Tools

I'm trying to test an address validation module on a dev site.

In the Miva admin of the dev site when I select the UPS Online Tools tab under shipping settings I have the following error:

Miva Merchant has encountered a fatal error and is unable to continue. The following information may assist you in determining the cause of the error:
    Error Code: MER-SHP-UPX-00022
    Description: Unable to encrypt data
On a different dev site I’m unable to even set up UPS Online Tools due to the following error:

Is this because we don't have SSL on our dev sites?

Yes. Some services and modules require SSL, especially shipping and payment gateways.

No, it has nothing to do with having an SSL certificate. The error in the attachment tells me that you have some bad configuration in your mivavm.conf, specifically the openssl and openssl_crypto configurations. Most likely it's just a bad path. If your live site is working just copy those paths into the dev site's mivavm.conf file which will be in your dev site's cgi-bin.
