I thought I remembered getting a Web Tools update from USPS.... Found this email from them.

Thank you for using USPS Web Tools.
We would like to remind customers that on May 31, 2015 at 12:01 AM, CST USPS Web Tools will be implementing modifications and additional features to the U.S. Postal Service APIs. The following changes may especially impact shipping systems:
- Origin ZIP Code required for Priority Mail International to Canada
- Modified special services
- Modified service IDs
- Modified available mail classes for Merchandise Return Services
Updated release notes (version 1.1) are now available on the Web Tools home page at USPS.com/webtools under the Web Tools Announcements section. Included in the release notes are the URLs of the staging environments, which are now available to developers for testing.Ron Frigon

Same issue here, and it does appear to be only Priority Mail International shipments to Canada that are affected.
We do have our ZIP code in the "Source Zip Code for Calculations" field. Is that just not being properly reported to USPS for the calculation?

Internal bug id 19309 has been opened for this issue. Our developers have tracked it down to the change USPS made on 5/31 now effectively requiring their optional OriginZip tag being sent with the rate request. USPS lists the tag as optional, but after the change, the shipping method requested will be returned as valid but always with a rate of $0.00, so it's an optional field that can no longer be left out or you always get zero.
I'll update shortly when I have an ETA on a fix.

How about shipping estimators? Will they be able to pull the rates with just the built in USPS update?
We are using Weilands basket estimator and never moved over to the built in because it wasn't worth the time to switch. (We are currently working on a ground up revamp using all the v9 bells and whistles.)

How about the Weiland module?
I am just trying to avoid spending time switching over to the built in our live store since our new dev store will be using the built in going forward.
Also, Ann M. is great to work with in Services!

Patch looks good for us! I tried two Canadian addresses I had on hand and all seems well. I will have our customer service check the orders we had problems today with in the morning.
