It can be added to dedicated servers, but it is not present on our shared servers.

A lot of good stuff but I just realized that it probably isn't necessary if you're using a CDN.

Most of what it does can be accomplished without it (such as compression, which is on by default on most of our servers), and some of what it does can cause issues for some customers, so we prefer to make it an opt-in on dedicated, but can't deploy it on shared due to the potential for some customers to be impacted negatively.
