Does anyone know if there's a way to only ship to the billing address if the customers uses a credit card?

What do you mean by only ship to the billing address? Do you want to only ship to the billing address associated with the credit card?

If so, AVS checks will tell you if the billing address of the order matches the billing address on the card.

I have a client that has customers that are entering a Bill-To address and a different Ship-To address. Maybe a stolen credit card is being used. e.g. bill to that guy's card, but send me the goods.
How does one deal with this?

What do you want to happen. The reason is that many customers will do this legitimately.

Typically, this is what Fraud screening tries to determine, so the first step is checking with the gateway.

The second step is using additional add on Fraud screening:

Lastly, you could simple hide the ship to fields...but you are likely to piss off some customers.
